Exam, angler card, state licence, local ticket, catch log – it looks complicated at first, but the system is logical. We explain step by step what each one is for.

Anyone who wants to fish in Hungary soon discovers that instead of a single "fishing licence", you need several documents that build on each other. It can be confusing at first, but the system is actually logical: there is a personal foundation, a national entitlement, and a ticket for the specific water where you actually fish. In this article we go through what's what and when you need each one.
The foundation: the exam and the Hungarian Angler Card
Adult angling in Hungary starts with the state angling exam (állami horgászvizsga). It covers fish species identification, fishing rules, fish handling and the basics of nature conservation. It is compulsory from a certain age, younger people can take it voluntarily, and a passed exam never expires.
The Hungarian Angler Card (Magyar Horgászkártya) is the angler's personal ID document. It is issued by the national anglers' association (MOHOSZ) and can be requested online. It is valid for several years and must be renewed before it expires. Without a card, most tickets cannot be purchased.
State fishing licence and catch log
The state fishing licence (állami horgászjegy) is what entitles you to fish in Hungary at all. Together with the catch log it forms the so-called unified state angling document, and it is valid for one calendar year.
To get one you will usually also need membership of an angling club and payment of the annual federation contribution. Fees are published by the association every year, so we don't quote specific amounts here.
The catch log (fogási napló) is the angler's mandatory diary:
- before you start fishing, you must enter the date and the code of the water;
- any fish you keep must be recorded immediately;
- at the end of the year the log must be returned or closed electronically by the deadline – being late has consequences.
An electronic catch log is now available in the association's mobile app, which many find more convenient than paper.
Local ticket: where can you fish?
The state licence alone is not enough: every water has a managing body (a club, an association, or a private person or company), and you also need to buy their local ticket (területi jegy). This determines which water you may fish, for how long and under what conditions.
Local tickets can be daily, weekly or annual, and there are often separate categories for bank or boat fishing, night fishing or using extra rods. The manager may also set its own fishery rules, which can be stricter than the national ones.
Most private lakes also require a state licence alongside the lake's own day ticket – always check the lake's rules or ask the manager.
Concessions and occasional fishing
Children, young people, seniors
- Children: there is a simplified children's ticket that requires no exam. Children may only fish under adult supervision, with stricter gear and catch limits.
- Juniors: must already have passed the exam, but often pay reduced fees.
- Seniors: significant concessions apply above a certain age.
Always check the age thresholds and concessions in the association's current guidance.
Tourist state fishing licence
For occasional anglers – foreign visitors, for example, or anyone who wants to fish just a few times on holiday – the tourist state fishing licence (turista állami horgászjegy) is the answer. Under current rules it is valid for a maximum of 90 days and can be bought once a year. It requires a simplified exam that can also be taken online, and no club membership is needed.
In return it is more restricted: you may fish with fewer rods and keep fewer fish. You still need a local ticket for the water.
| Document | What is it for? | Who needs it? |
|---|---|---|
| Hungarian Angler Card | personal identification | almost every adult angler |
| State licence + catch log | national entitlement | regular anglers |
| Tourist state licence | temporary entitlement | occasional and foreign anglers |
| Local ticket | use of a specific water | everyone, on every water |
Common mistakes to avoid
- Forgetting to fill in the log: a fishery warden checks the catch log first. If the date and water code are missing, that is already an offence – even if you haven't caught a single fish.
- An expired card or licence: in the first weeks of the year, many people set off with last year's ticket. Without the new year's entitlement you may not fish.
- A local ticket for the wrong water: one club may manage several waters, and not every ticket is valid on all of them. Always check exactly which water your ticket covers.
- Ignoring the local rules: the number of rods and hooks, night fishing and boat use can all differ from water to water.
- Not returning the log: a late or missing catch log can mean a more expensive licence and hassle the following year.
Step by step
- Register in the association's online system.
- Book an exam and study the learning material.
- Apply for the Hungarian Angler Card.
- Join a club and buy your state licence with the catch log.
- Choose your water and buy the local ticket for it.
- Read the water's fishery rules – only then set off.
Summary
The Hungarian licensing system has three layers: the personal foundation (exam, card), the national entitlement (state or tourist licence) and the local ticket for a specific water. If all three are in order and you keep your catch log, you can fish with peace of mind. Fees and details can change every year, so always check the latest information from the association and the water's manager. Once you have your licence, the water's listing page also shows where and how you can book a swim.
